Project Cascade

Protecting critical energy infrastructure. Supporting regional energy security. Investing in the future.

Project Cascade is a joint initiative between Kiantone Pipeline Corporation (KPC) and Westover Express Pipeline Limited (WEX) to proactively replace the former Enbridge Line 1 0 pipeline crossing beneath the Niagara River.

The project will replace the existing pipeline with a new pipeline of the same dimensions using modern Horizontal Directional Drilling (HDD) technology. The new crossing will be installed approximately 60 feet below the Niagara River riverbed within bedrock, enhancing long-term reliability while minimizing environmental impacts.

Project Cascade is designed to ensure the continued safe and efficient transportation of crude oil to critical energy infrastructure, including the United Refining Company refinery in Warren, Pennsylvania. The project will help maintain a stable supply of transportation fuels and other refined petroleum products for communities throughout Western New York and Pennsylvania for decades to come.

Why Project Cascade Matters

•    Supports the long-term reliability of a critical cross-border energy corridor
•    Helps ensure continued crude oil supply to the Warren Refinery
•    Maintains access to refined petroleum products used daily by homes, businesses, emergency services, and transportation networks
•    Utilizes modern installation techniques designed to protect the Niagara River environment

Commitment to Safety and Environmental Stewardship

KPC and WEX are committed to conducting Project Cascade in a safe, responsible, and environmentally conscious manner. The project team is undertaking detailed environmental and geotechnical studies and will work closely with regulatory agencies, Indigenous communities, stakeholders, landowners, and local communities throughout the permitting and construction process.

Project at a Glance:

  • Project Type: Pipeline replacement
  • Status: Early engagement & permitting
  • In-service target date: March 2028
  • Ownership: Kiantone Pipeline Corporation (KPC), Westover Express Pipeline Limited (WEX)

Project Proponents

Westover Express Pipeline Limited (WEX)

WEX is a Canadian company that acquired the former Enbridge Line 10 pipeline in June 2020. The pipeline transports crude oil approximately 67 miles from Enbridge's terminal facilities in Westover, Ontario, to the Canada-U.S. border.

Kiantone Pipeline Corporation (KPC)

KPC operates a 101 -mile crude oil pipeline system extending from the international border to the United Refining Company refinery in Warren, Pennsylvania. The system transports approximately 70,000 barrels of crude oil per day.

Modern Installation Technology

Horizontal Directional Drilling (HDD)
Project Cascade will utilize Horizontal Directional Drilling (HDD), an advanced trenchless construction method widely used for environmentally sensitive crossings.

Key benefits include:
•    Installation within bedrock beneath the Niagara River
•    No disturbance to the riverbed during pipeline installation
•    Reduced environmental footprint
•    Construction primarily within existing pipeline right-of-way
•    Limited impact to surrounding land and waterways The new pipeline will be installed below the river's mudline and within stable bedrock, helping ensure long-term integrity and operational reliability.
